NCT Delhi Stamp Duty + Registration โ The 2026 Picture
Delhi is one of the few Indian states/UTs that genuinely rewards female ownership on stamp duty. A woman buying property in her own name pays 4% stamp duty versus 6% for a male buyer โ a 2 percentage-point gap that on a โน1 crore South Delhi flat works out to โน2 lakh of pure savings, not counting the additional 1% flat registration fee that everyone pays. The concession was introduced to incentivise female property ownership and has survived every NCT budget since 2004.
The Stamp Duty Matrix in Delhi
| Buyer type | Stamp duty | Registration fee | All-in |
|---|---|---|---|
| Single male | 6% | 1% | 7% |
| Single female | 4% | 1% | 5% โ |
| Joint M + F | 5% | 1% | 6% |
| Joint M + M | 6% | 1% | 7% |
| Joint F + F | 4% | 1% | 5% |
| HUF / company / trust / partnership | 6% | 1% | 7% |
Stamp duty is computed on the higher of (a) the sale consideration written in the deed and (b) the circle rate for that locality. The Sub-Registrar Office (SRO) checks this at the desk โ if you wrote โน85 lakh but the circle rate for that property type and locality is โน95 lakh, your duty is calculated on โน95 lakh, and the SRO will not register until the differential is paid.
Worked example 1: โน1.2 crore Saket flat, single female buyer
- Stamp duty: โน1,20,00,000 ร 4% = โน4,80,000
- Registration fee: โน1,20,00,000 ร 1% = โน1,20,000
- Total: โน6,00,000 (5% all-in) โ versus โน8,40,000 (7%) if registered in the husband's sole name. The concession saves โน2,40,000.
Worked example 2: โน2 crore Vasant Kunj villa, joint husband + wife
- Stamp duty: โน2,00,00,000 ร 5% = โน10,00,000
- Registration fee: โน2,00,00,000 ร 1% = โน2,00,000
- Total: โน12,00,000 (6% all-in)
Worked example 3: โน45 lakh Rohini apartment, single male buyer
- Stamp duty: โน45,00,000 ร 6% = โน2,70,000
- Registration fee: โน45,00,000 ร 1% = โน45,000
- Total: โน3,15,000 (7% all-in)
Circle Rate vs Sale Consideration
The Delhi Revenue Department notifies circle rates by (a) Sub-Registrar zone, (b) colony category (A through H โ A is the most expensive: Vasant Vihar, Golf Links, Anand Niketan; H is the least expensive), and (c) property type (DDA flat, builder-floor, plot, agricultural). The current schedule is the 2014 notification with periodic ad-hoc revisions โ meaningful gaps to true market value exist in posh South Delhi colonies.
Look up circle rates at the official revenue.delhi.gov.in portal or DORIS. Plug the higher of agreement value and circle rate into the calculator above.

How to Pay Delhi Stamp Duty โ Step by Step
- Look up circle rate: Visit revenue.delhi.gov.in โ Citizen Services โ Circle Rates. Use the most recent notification for your zone and colony category.
- Compute dutiable amount: Higher of sale consideration and circle rate ร buyer-category rate (4 / 5 / 6%).
- Buy e-stamp paper: NCT Delhi uses SHCIL (Stock Holding Corporation of India) for e-stamping. Pay online at shcilestamp.com or visit an authorised collection centre with the property details.
- Pay registration fee: 1% via the same e-stamp portal or DORIS at the time of appointment booking.
- Book an SRO appointment: Go to DORIS (doris.delhigovt.nic.in) โ "Appointment Booking" โ select SR office โ pick a slot. Slots in busy SROs (Saket, Defence Colony) fill 3-4 weeks out.
- Visit the SRO: Both parties + 2 witnesses present, with Aadhaar, PAN, e-stamp certificate, sale deed (8 sets), No Objection Certificate (NOC) where applicable, property documents (mother deed, latest tax receipt, electricity bill).
- Biometric capture: The SRO captures fingerprints and photograph. Registered deed is returned in 3-7 working days.
Documents Checklist for Registration in Delhi
- Sale deed (8 copies โ buyer, seller, SRO, lawyer, society NOC, bank, etc.)
- e-Stamp certificate (SHCIL)
- Receipt of 1% registration fee
- Buyer + seller Aadhaar and PAN
- Two witnesses with ID
- Mother deed / chain documents
- Latest property tax receipt
- NOC from society / cooperative housing society (where applicable)
- NOC from DDA / DSIIDC / land-owning agency (where applicable)
- If GPA used: original GPA + supporting documents (rare post-Suraj Lamp judgment)
- Form 60 (if PAN unavailable for transactions > โน10 lakh)
Common Mistakes
- Registering jointly when sole-female saves โนX lakh. Joint M+F = 5%. Sole female = 4%. On a โน2 crore property, that's โน2 lakh of avoidable stamp duty. If both spouses contribute and want joint ownership for inheritance reasons, the saving may not justify it โ but at least know the math.
- Using a GPA to "save" stamp duty. Post the 2011 Supreme Court judgment (Suraj Lamp v Haryana), a GPA does not transfer title. Many older "GPA sale" transactions in Delhi are now legally void; full sale deeds were re-executed at later (higher) circle rates, costing buyers lakhs more. Always do a proper sale deed.
- Computing on consideration when circle rate is higher. The SRO will halt registration and demand the differential plus penalty (up to 4x the deficit under the Indian Stamp Act).
- Assuming Delhi has a blood-family gift concession. It doesn't. Gifts in Delhi cost the same as a sale.
- Skipping NOC from society. Many South Delhi cooperative group housing societies require NOC before SRO registration. Without it, the SRO may refuse the deed.
- Paying via physical stamp paper. Delhi has moved to e-stamping via SHCIL since 2008. Physical stamp paper above โน500 is not accepted.
NCT Delhi Stamp Act โ Legal Basis
Stamp duty rates in Delhi are notified under the Indian Stamp Act, 1899 as amended by the NCT of Delhi (Schedule 1-A), and registration under the Registration Act, 1908. The Revenue Department of GNCTD administers both via the office of the Inspector General of Registration. Circle rates are notified under the Delhi Stamp (Prevention of Undervaluation of Instruments) Rules, 2007.
Latest material rate revision: The 2007 circle rate framework with periodic ad-hoc revisions. Stamp duty rates (4 / 5 / 6%) have been stable since 2004. The 2024-25 Delhi budget did not propose changes.
